How the Punjab Assembly Works

Purpose of This Handbook
The Punjab Assembly is often seen only as a chamber for political speeches and debate. Its actual work is broader: it makes provincial laws, approves public expenditure, elects the Chief Minister, examines government performance, raises citizens' concerns and holds provincial departments accountable.

What Is the Punjab Assembly?
The Provincial Assembly of the Punjab is Punjab's elected provincial legislature. It represents the people of the province and performs legislative, financial, representative and oversight functions. It is a unicameral legislature — one chamber — unlike the federal Parliament (National Assembly + Senate). The present legislature is the 18th Punjab Assembly, constituted after the 2024 general election.
The Assembly does not directly run provincial departments. It authorises, scrutinises and holds the executive accountable.
Constitutional Position of the Assembly
The Punjab Assembly operates under the Constitution of the Islamic Republic of Pakistan. Its internal proceedings are governed by the Rules of Procedure of the Provincial Assembly of the Punjab and by applicable standing orders and rulings of the Chair. The Assembly may legislate on matters within the provincial legislative field — generally those not in the Federal Legislative List. Where a valid federal law conflicts with a provincial law, the federal law prevails to the extent of the conflict.
Composition and Membership
The Constitution provides that the Punjab Assembly consists of 371 seats. A member is called an MPA (Member of the Provincial Assembly). The normal constitutional term is five years from the first meeting, unless dissolved earlier. Members must meet constitutional qualifications, take the prescribed oath, attend sittings, serve on committees and comply with parliamentary rules.
